New Appointments & Variations
Below is a guide for sites that are to be served by a NAV, including links to relevant application forms. For all correspondence relating to sites that are served or to be served by a NAVs, including application forms, please send to: NAVenquiries@uuplc.co.uk.
Step 1 - Site status application (NAV, SLP or Developer)
You can complete the site status application form here.
There is a site served status processing fee of £164.40 (incl VAT) which is payable at the time of application and is non-refundable.
Step 2 – Confirmation of site status (UU)
We will assess your application and confirm to you the status of the site.
If the site is deemed unserved then the steps can be followed.
If the site has been considered served we will confirm the next steps to you in our response letter.
This may run concurrently to the bulk agreement application or you may choose to complete one and then the next.
Step 1 – Apply for your bulk connection (SLP or NAV)
You can complete the bulk connection application form here.
A bulk supply processing fee of £672 (incl VAT) is payable on acceptance and is non-refundable.
Step 2 – Provide bulk connection offer (UU)
We will assess your application and provide you with a bulk connection offer which will include a quotation for construction works.
Step 3 – Sign acceptance (SLP or NAV)
You will sign your acceptance note and return this to us. You will also pay the charges on your quotation.
Step 4 – Submit RFW (SLP or NAV)
You can complete the request for work form here.
Step 5 – Complete branch connection works (UU)
We complete the bulk connection and fit the meter.
This connection cannot be pieced up until the NAV licence is in place. If the piece up is completed before the NAV licence is in place then the site will be considered served by United Utilities.

You can complete your bulk agreement application form here.
There is no charge for the bulk agreement.
Step 2 – Provide terms and conditions (UU)
We will process the application and provide back to you your terms and conditions. This will include details of any infrastructure charges payable to us and income offset payments payable by us. It will also confirm your point of connection and point of discharge.
Step 3 – Return signed terms and conditions (NAV)
You will sign your terms and conditions and send these back to us, confirming which agreement(s) you are requesting.
Step 4 – Creation of bulk agreement(s) (UU)
We will create your bulk agreement(s) and send them to you for signature.

Step 5 – Return bulk agreement(s) (NAV)
You will sign the bulk agreement(s) and return these to us.
Step 6 – Apply to Ofwat for the NAV licence (NAV)
You are to apply to Ofwat for your licence for the site. Once the licence has been granted, the connection piece up can be completed to the NAV network and the site will be considered served by the NAV.
Step 1 – Mains testing (SLP)
The SLP carries out the mains testing (chlorination and bacterial) and then submits certificates to the NAV.
Step 2 – Connection approval (NAV)
The NAV confirms whether the test results are acceptable and whether they approve the connection.
Step 3 – Connection confirmation (SLP)
The SLP will notify us that they are going to complete the connection and provide UU with a copy of confirmation of the approved connection from the NAV.
Step 4 – Connection (SLP)
The SLP makes the connection and the site is considered served by the NAV.
Step 1 – Providing plot connection details (NAV)
You will provide United Utilities with plot connection details on a weekly basis through submission of your NAV tracker.
Step 2 – Invoicing (UU)
We will assess the tracker and send invoices to the party liable for charges for plots connected on each of your sites.
NAV charging arrangements are made up of:
- New connection charges. These charges apply to the provision of enabling infrastructure for the bulk service.
- Bulk charges for NAVs. These charges relate to the ongoing bulk supply. You can access our new connection charges scheme.

If surface water from your site drains to our network and/or there is a large user on your site, then you will need to submit a completed charge multiplier sheet with your application. You can access this by filling out this workbook. This allows us to calculate the bulk charge for your site. We will not be able to confirm the ongoing bulk charge without this information.

2. Meter Read Data Provision to Wastewater NAVs
- United Utilities Water offers a transfer of meter reading data which is available to all Sewerage Undertakers in receipt of a Bulk Discharge from United Utilities.
Sewerage Undertakers are under no obligation to use the Services provided by United Utilities Water and are free to procure their own services from independent providers. - The service provides Sewerage Undertakers with billed customer, cyclic, non-cyclic meter readings, and passive AMR data where available within 5 Business Days of collection. We can provide end customer meter reading data for twice yearly* at a cost of £1.48 per meter (2024/25 Charges). Full terms & conditions can be found here.
- United Utilities Water offers a transfer of meter reading data which is available to all Sewerage Undertakers in receipt of a Bulk Discharge from United Utilities.
If your NAV site has a wastewater pumping station under either section 104 (New Connections to the Network) or section 102 (Existing Connections Request for Adoption) subject to section 103 (Adoption of cross-border sewers etc.) of the Water Industry Act 1991 (as amended), we will consider adopting the wastewater pumping station subject to certain conditions being met.
