New Connections & Developer Services Charges
Our charges scheme is designed for our customers and sets out charges for services relating to the water and sewerage network or other work required on the water and sewerage network as a result of a development.

Charges prior to 1 April 2025
Moving to new charging arrangements presents uncertainty for customers, particularly where they may have already committed to a development based on previous charging arrangements.
New charging rules are in place with effect from 1 April 2025, but there are some sites that have accepted a quotation or entered into an agreement with us under previous years charging arrangements but the site is not fully built out. For such sites we summarise the transitional arrangements below:
Site specific work transitional arrangements
In relation to site specific work, the following applies:
- Charges for some site specific work provided in quotations issued under previous years charging arrangements, and accepted within the validity period set out in those arrangements, are to continue to apply until 31 March 2026 unless the customer and the company agree to vary the quotation.
- Where the legal agreement is already in place in relation to charges for the site specific work carried out as part of an adoption, then the charges defined within that agreement remain valid for the life of the agreement unless the customer and the company agree to vary those charges.
Other transitional arrangements
The following charges listed below will be payable at the rate published in our charging arrangements for the charging year in which the service connection is made:
- Service connection administration fees
- Meter provision and installation
- Infrastructure charges and associated environmental component
- Water used during development
In relation to income offset the following transitional arrangements apply:
- For agreements entered into under charging arrangements in place from 1 April 2025 the ability to offer an income offset has been removed therefore income offset will not apply.
- For schemes agreed under charging arrangements in place with effect from 1 April 2020 the income offset payable per premises will be nil for all premises connected after 1 April 2025.
- For schemes agreed under charging arrangements in place on or before 31 March 2020 Income offset will be payable at the rate agreed in each individual agreement.
We first communicated our transition plan for income offset to our developer stakeholders at the annual developer day on 5 October 2022 and at a NAV engagement day on 7 December 2022. At these sessions we outlined our proposed transition for the removal of income offset across different agreement dates.
